Wuppertal mod add vehicles

Wuppertal has alot of unused extra vehicles mostly for the fire department ill post the unused vehicles pics below but the question is how do i add persons (firemen police etc) inside them set a home base for them and make them appear on the left side menu

ok well i got the fire truck into the side menu its appearing as a water tender but when i click to send it out it doesn't move i have movable tag in the command also in the vehicle send menu how to i change the name from water tender to historic ladder truck ?
